KANSAS CITY, Mo. (KCTV) - The owners of a Kansas City tow company face new legal trouble -- and additional charges.

Wednesday, Platte County prosecutors charged Donald Adamson and his mother, Lannette Adamson, with the following crimes:

  • 3 counts of forgery
  • 3 counts of tampering with a motor vehicle

Jackson County prosecutors charged Donald Adamson and Lannette Adamson with the same crimes Tuesday.

Donald Adamson is the owner of Metro Tow and Transport. His mother is a property/security manager for at least two Kansas City-area apartment complexes according to court documents. She also owns a company called MoKan Property Services which provides tow services for metro businesses.

COMPLAINTS

According to a Platte County Court probable cause statement, Kansas City police report receiving “numerous complaints” about Metro Tow and Transport over several years.

According to the document people filed complaints about the company:

  • Towing vehicles that were parked legally
  • Charging large fees in excess of municipal ordinance
  • Not allowing owners to retrieve their vehicles
  • Claiming towed vehicles as abandoned property to file for new titles and take ownership of the vehicle

The probable cause cites three different cases involving cars towed by Metro Tow and Transport.

Falcon Falls Apartment and Homes

The probable cause statement shows Lannette Adamson is a property/security manager of Falcon Falls Apartment and Homes located northwest of Route 169 and NW 68th Street.

In February, the owner of a Ford F-150 reported it stolen after he parked near the Falcon Falls apartments.

A week later police received a form Metro Tow allegedly used to claim ownership of the truck. The form listed a different address than where the truck was actually towed from, according to the probable cause statement. Detectives reported the Form 4669 appears to be a copy instead of an actual signature.

Missouri Form 4669 is a key issue in this case, which is explained under the Form 4669 section below.

The Bicycle Club Apartments

Lannette Adamson is a property/security manager at The Bicycle Club Apartments, according to the probable cause statement.

The document also cites a second case involving an alleged victim who reported to police that Metro Tow and Transport towed her Traverse SUV in March. She said the car was parked legally in a parking lot at The Bicycle Club Apartments. She also allegedly told police she had to pay the tow company $400 in cash to retrieve her car.

The probable cause statement shows detectives also obtained Form 4669 records that were sent to the police department from Metro Tow & Transport.

The court document alleges that the Form 4669 filed in this case appears to be a copy with the exact signature in the same place as other forms from Metro Tow and Transport.

Parkway Oaks Townhomes and Duplexes

Lannette Adamson is a property/security manager at Parkway Oaks Townhomes and Duplexes, according to the probable cause statement.

Earlier this month, detectives contacted a woman after she reported Metro Tow towed her Nissan Rogue. It was parked on the street near NW Waukomis Drive and NW Englewood Road. Parkway Oaks Townhomes and Duplexes is located down the street.

The woman said she paid the tow company $350 cash to get it back, according to the probable cause statement.

The court document alleges that the Form 4669 filed in this case appears to be a copy with the exact signature in the same place as other forms from Metro Tow and Transport.

MISSOURI FORM 4669

Missouri Form 4669 is the actual form the Missouri Department of Revenue requires in an abandoned property report.

The form looks like the one below and can be downloaded and printed from the state’s website.

Filers are required to notify police anytime they are in the process of trying to claim abandoned property.

After receiving complaints about Metro Tow, investigators with Kansas City Police Department’s Stolen Auto Report Desk reviewed Missouri Form 4669 filed by Metro Tow and Transport.

LS Adamson lists her company name as Mokan Property Services on most Form 4669 investigators found.

The name appears to be photocopied to each document, according to the court document.

That is a problem, according to investigators.

According to the probable cause statement filed in Platte County, Lanette Adamson is listed on 11 Kansas City Police reports. The document lists the reports including:

  • Stolen auto
  • Fraud/stealing
  • Assault
  • Harassment/Intimidation
  • Property Damage
  • Burglary
  • Arson

The probable cause statement also shows Donald Adamson’s criminal history.

    • Convicted of Local Ordinance Off Against Property in Gladstone
    • Sentenced to 1-year probation
  • 2004
    • Convicted of Felony Resist Arrest by Fleeing Missouri Highway Patrol
    • Sentenced to 5 years probation
  • 2013
    • Convicted of third-degree Misdemeanor Assault
    • Sentenced to 2 years probation

The probable cause statement shows Donald Adamson is also listed in 26 Kansas City Missouri Police reports accused of the following:

  • Assault
  • Aggravated Assault
  • Theft from Auto
  • Property Damage
  • Stolen Auto

Online records show Donald Adamson and Lanette Adamson remain in custody in Jackson County Jail.

There are also active warrants out for their arrests in Platte County according to court records.
