Jackson County legislators ask Missouri AG to review legality of recent Frank White actions
KANSAS CITY, Mo. (KCTV) - Three Jackson County legislators wrote Missouri Attorney General Andrew Bailey on Monday, requesting his review on some of their county executive’s recent decisions.
Sean Smith, Manny Abarca and Venessa Huskey cited four areas of concern that Bailey’s office should look into concerning Frank White:
- Failure to devote himself full-time to the Office of County Executive
- Failure to provide required budget information to the legislature
- Enabling unlawful disbursement of funds in 2025 without an approved budget
- White’s veto of Ordinance 5958 on April 18, 2025, truly shocks the conscience.
The letter reports that White does not work full time as the county executive due to having a coaching position with the Kansas City Monarchs. “The Chief of Staff has been unable to account for Mr. White’s whereabouts when asked during our weekly legislative meetings that have taken place from May 2024 to present,” the letter alleged.
White vetoed a county ordinance that directed him to comply with a State Tax Commission (STC) order to roll back and cap some of the 2023 assessments. The order came following allegations that the notification and inspection procedure for more than half of residential properties did not follow state law.
White called the order “contested, unprecedented and unenforceable.”
White released a statement Wednesday afternoon calling the accusations sent to Bailey “false and politically motivated.”
