99 victims identified through child porn files found on KC man’s computer

KANSAS CITY, Mo. (KCTV) - A Kansas City man has been charged after 99 girls were identified from the thousands of files of child sexual abuse he allegedly kept on his computer.

Platte County, Missouri, Circuit Court records filed on Monday, April 28, indicate that John C. Menard, 66, of Kansas City, was accused of the possession of child pornography.

A probable cause statement filed by the Kansas City Police Department revealed that on July 6, 2023, law enforcement officials received a tip from the National Center for Missing and Exploited Children that Microsoft had discovered possible child sexual exploitation.

The tip indicated that an advertisement for where to get child pornography, which depicted the abuse itself, had been uploaded to the Bing Image search engine. The IP address connected to the upload was found to be Menard’s.

Law enforcement officials noted that they tried to get in touch with Menard several times to no avail until July 10, 2024, when he was finally found at his home. He told investigators that ads for child pornography would often pop up on his computer, however, he would exit out of them within seconds.

A search warrant was finally issued in August 2024 as investigators said Menard admitted to them that he had been in possession of at least 100 files of child sexual abuse material during their first interaction in July and had since deleted them. He also admitted that he would touch himself while looking at the material.

Law enforcement officials said that a forensic review of Menard’s computer revealed more than 2,000 files that depicted toddlers to prepubescent girls erotically. Nearly 100 different girls shown in the photos had been identified by investigators by April 2025.

As a result, Menard has been charged with felony possession of child pornography. A warrant for his arrest was issued with the conditions of a $25,000 bond and no contact with any internet-capable device.

Court documents revealed that the warrant was served on Tuesday. As of Sunday, May 4, Menard appears to no longer be behind bars as his bond has been posted.

A hearing has not yet been scheduled in the case. No further information has been released.
